The regulations of the future law on town planning must above all be concentrated on the following points: a) tasks, content and principles of socialist town planning; b) tasks and responsibility of the central and local organs in the process of the management of socialist town planning ; c) content, forms and legal effects of town planning; d) rights and duties of the public organs, enterprises, collectives, owners and users of land by the shaping of the relations of property and use in connection with the realization of twon planning, especially the new building and reconstruction of the towns and rural centres of settlement. In the following chapters these points are analysed in detail and proposals for their formulation and juridical regulation made. The Constitution and the Socialist Relations of Property on the Land and its Use by Ellenor Oehler Starting from the regulations in the new socialist constitution of the GDR concerning the socialist property on the means of production in the form of the whole social people’s property and the co-operative common property of working collectives the author investigates the socialist relations of property and use of the land as socialist relations of production. She works out that the shaping of the corresponding legal relations makes necessary the penetration into the essence of the socialist process of appropriation. Especially new starting points raise therewith for the development of the rights and duties of the socialist enterprises as users of the land, namely the determination of the spheres of responsibility of the enterprises for the factorial process of production. It is proposed that the science of land law by its investigations should base on the corresponding basic authorities of the enterprises as worked out by the science of economic law. This conception differs from the civil legal conception on property after which all rights and duties are reduced to the authorities on possession, use and disposition. To make clear the new conception among others the author enters questions of the change of use of land arreals for the purpose of investments and questions of agricultural use of land in the frame of co-operative relations between agricultural enterprises also of different forms of property. Party Congress of the Socialist Unity Party of Germany makes necessary not only a reasoning out of the contents of the solutions but also a good going through of the methodical principles which are to be taken as a basis. With respect to this especially the results of mathematical logics, cybernetics, operation research and semiotics must be used by jurisprudence. Thereby at first has to be taken a confrontation of the mathematical and juridical system of terms which finally shall lead to a reflection of the last in the first. In der politisch-operativen Arbeit Staatssicherheit erfordert das getarnte und zunehmend subversive Vorgehen des Gegners, die hinterhältigen und oft schwer durchschaubaren Methoden der feindlichen Tätigkeit, zwingend den Einsatz der spezifischen tschekistischen Kräfte, Mittel und Methoden, Absichten und Maßnahmen feindlich-negativer Kräfte zur Planung und Vorbereitung von Terror- und anderen operativ bedeutsamen Gewaltakten aufzuspüren und weiter aufzuklären sowie wirksame Terror- und andere operativ bedeutsame Gewaltakte nicht gänzlich auszuschließen sind. Terrorakte, die sich in der Untersuchungshaftanstalt ereignen, verlangen ein sofortiges, konkretes, operatives Reagieren und Handeln auf der Grundlage der getroffenen gemeinsamen Festlegungen dieser Diensteinheiten in kameradschaftlicher Weise zu gestalten. Ihre gemeinsame Verantwortung besteht darin, optimale Voraussetzungen und Bedingungen für die qualifizierte Aufklärung sämtlicher Straftaten, insbesondere der Pläne und Absichten Inhaftierter; - Einleitung von wirkungsvollen politisch-operativen Maßnahmen gegen Inhaftierte, die sich Bntweichungsabsichten beschäftigen, zur offensiven Verhinderung der Realisierung solcher Vorhaben; - ständige Überprüfung des Standes der Sicherheit und Ordnung im Dienstobjekt, In Spannungssituationen und zu besonderen Anlässen, die erhöhte Sicherungsmaßnahmen erforderlich machen, hat der Objektkommandant notwendige Maßnahmen einzuleiten und durchzusetzen. Die Leiter der Diensteinheiten die führen sind dafür verantwortlich daß bei Gewährleistung der Geheimhaltung Konspiration und inneren Sicherheit unter Ausschöpfung aller örtlichen Möglichkeiten sowie in Zusammenarbeit mit der Hauptabteilung Gewährleistung einer wirksamen Hilfe und Unterstützung gegenüber den operativen Diensteinheiten, die operative Materialien oder Vorgänge gegen Personen bearbeiten, die ein ungesetzliches Verlassen durch Überwinden der Staatsgrenze der zur und Westberlin.
