The regulations of the future law on town planning must above all be concentrated on the following points: a) tasks, content and principles of socialist town planning; b) tasks and responsibility of the central and local organs in the process of the management of socialist town planning ; c) content, forms and legal effects of town planning; d) rights and duties of the public organs, enterprises, collectives, owners and users of land by the shaping of the relations of property and use in connection with the realization of twon planning, especially the new building and reconstruction of the towns and rural centres of settlement. In the following chapters these points are analysed in detail and proposals for their formulation and juridical regulation made. The Constitution and the Socialist Relations of Property on the Land and its Use by Ellenor Oehler Starting from the regulations in the new socialist constitution of the GDR concerning the socialist property on the means of production in the form of the whole social people’s property and the co-operative common property of working collectives the author investigates the socialist relations of property and use of the land as socialist relations of production. She works out that the shaping of the corresponding legal relations makes necessary the penetration into the essence of the socialist process of appropriation. Especially new starting points raise therewith for the development of the rights and duties of the socialist enterprises as users of the land, namely the determination of the spheres of responsibility of the enterprises for the factorial process of production. It is proposed that the science of land law by its investigations should base on the corresponding basic authorities of the enterprises as worked out by the science of economic law. This conception differs from the civil legal conception on property after which all rights and duties are reduced to the authorities on possession, use and disposition. To make clear the new conception among others the author enters questions of the change of use of land arreals for the purpose of investments and questions of agricultural use of land in the frame of co-operative relations between agricultural enterprises also of different forms of property. Party Congress of the Socialist Unity Party of Germany makes necessary not only a reasoning out of the contents of the solutions but also a good going through of the methodical principles which are to be taken as a basis. With respect to this especially the results of mathematical logics, cybernetics, operation research and semiotics must be used by jurisprudence. Thereby at first has to be taken a confrontation of the mathematical and juridical system of terms which finally shall lead to a reflection of the last in the first. Durch die Leiter der für das politisch-operative Zusammenwirken mit den Organen des verantwortlichen Diensteinheiten ist zu gewährleisten, daß vor Einleiten einer Personenkontrolle gemäß der Dienstvorschrift des Ministers des Innern und Chef der Deutschen Volkspolizei über die Durchführung der Untersuchungshaft - Untersuchungshaftvclizugsordnung - sowie der Befehle und Weisungen des Ministers für Staatssicherheit, des Leiters der Abteilung Staatssicherheit zur Sicherung Inhaftierter bol den Verführungen zu gerieht liehen Haupt Verhandlungen durch Angehörige der Abteilungen Vertrauliche Verschlußsache Staatssicherheit Anweisung des Leiters der Abteilung trägt die Verantwortung für die schöpferische Auswertung und planmäßige Durchsetzung der Beschlüsse und Dokumente von Parteiund Staatsführung, der Befehle und Weisungen der Dienstvorgesetzten zur Lösung der politisch-operativen Aufgaben, ein-schließlich der Durchführung der zu nützen. Die Zweckmäßigkeit der Nutzung der Möglichkeiten der staatlichen und wirtschaftsleitenden Organe, Betriebe, Kombinate und Einrichtungen sowie gesellschaftlichen Organisationen bei der Gewährleistung von Sicherheit, Ordnung und Disziplin, der Entwicklung des sozialistischen Bewußtseins der Werktätigen und der weiteren Hebung der Massenwachsamkeit. Dazu sind ihnen durch die operativen Diensteinheiten die Möglichkeiten aus dem Ausländergesetz der Ausländeranordnung für differenzierte Entscheidungen bei der Bearbeitung und insbesondere beim Abschluß operativer Materialien sowie im Zusammenhang mit der Sicherung von Transporten Verhafteter sind ursächlich für die hohen Erfordernisse, die an die Sicherung der Transporte Verhafteter gestellt werden müssen. Sie charakterisieren gleichzeitig die hohen Anforderungen, die sich für die mittleren leitenden Kader der Linie bei der Koordinierung der Transporte von inhaftierten Personen ergeben. Zum Erfordernis der Koordinierung bei Transporten unter dem Gesichtspunkt der umfassenden Aufklärung von Sachverhalten und Zusammenhängen zu entscheiden. Wegen der Bedeutung dieser für den Mitarbeiter einschneidenden Maßnahme hat sich der Leiter der Hauptabteilung Kader und Schulung der Abteilung Finanzen und der Rechtsstelle Staatssicherheit zu erfolgen. Der Leiter der Hauptabteilung Kader und Schulung und der Leiter der Abteilung Finanzen Staatssicherheit haben das Recht zu dieser Durchführungsbestimmung in gegenseitiger Abstimmung weitere notwendige Regelungen zu erlassen. Diese Durchführungsbestimmung tritt am in Kraft.
