The Depositary Government shall register this Convention with the Secretariat of the United Nations. 3. This Convention shall bear the date on which it is opened for signature and shall remain open for signature for a period of fourteen days thereafter. The sub-areas provided for by Article I of this Convention shall be as follows: Sub-area 1 That portion of the Convention area which lies to the north and east of a rhumb line from a point in 75° 00' north latitude and 73° 30' west longitude to a point in 69°00' north latitude and 59°00' west longitude; east of 59°00' west longitude; and to the north and east of a rhumb line from a point in 61° 00' north latitude and 59° 00' west longitude to a point in 52° 15' north latitude and 42° 00' west-longitude. Sub-area 2 That portion of the Convention area lying to the south and west of sub-area 1 defined above and to the north of the parallel of 52° 15' north latitude. Sub-area 3 That portion of the Convention area lying south of the parallel of 52° 15' north latitude; and to the east of a line extending due north from Cape Bauld on the north coast of Newfoundland to 52° 15' north latitude; to the north of the parallel of 39° 00' north latitude; and to the east and north of a rhumb line extending in a . northwesterly direction which passes through a point in 43° 30' north latitude, 55° 00' west longitude, in the direction of a point in 47° 50' north latitude, 60° 00' west longitude, until it intersects a straight line connecting Cape Ray, on the coast of Newfoundland, with Cape North on Cape Breton Island; thence in a northeasterly direction along said line to Cape Ray. Sub-area 4 That portion of the Convention area lying to the west of sub-area 3 defined above, and to the east of a line described as follows: beginning at the terminus of the international boundary between the United States of America and Canada in Grand Manan Channel, at a point in 44° 46' 35.34" north latitude, 66°54' 11.23" west longitude; thence due south to the parallel of 43° 50' north latitude; thence due west to the meridian of 67°40' west longitude; thence due south to the parallel of 42° 20' north latitude; thence due east to a point in 66° 00' west longitude; thence along a rhumb line in a southeasterly direction to a point in 42° 00' north latitude, 65° 40' west longitude; thence due south to the parallel of 39°00' north latitude. Sub-area 5 That portion of the Convention area lying west of the western boundary of sub-area 4 defined above. 2. For a period of two years from the date of entry into force of this Convention, Panel representation for each sub-area shall be as follows: (a) Sub-area 1 Denmark, France, Italy, Norway, Portugal, Spain, United Kingdom; (b) Sub-area 2 Denmark, France, Italy, Newfoundland; (c) Sub-area 3 Canada, Denmark, France, Italy,, Newfoundland, Portugal, Spain, United Kingdom; (d) Sub-area 4 Canada, France, Italy, Newfoundland, Portugal, Spain, United States; sub-ateas Canada, United Stetes; it being understood that during the period between the signing of this Convention and the date of its entry into force, any signatory or adhering Government may, by notification to the Depositary Government, withdraw from the list of members of a Panel for any sub-area or be added to the list of members of the Panel for any sub-area on which it is not named. The Depositary Government shall inform all the other Governments concerned of all such notifications received and the memberships of the Panels shall be altered accordingly. PROTOCOL TO THE INTERNATIONAL CONVENTION FOR THE NORTHWEST ATLANTIC FISHERIES SIGNED AT WASHINGTON UNDER DATE OF FEBRUARY 8, 1949 The Governments parties to the International Convention “ for the Northwest Atlantic Fisheries signed at Washington under date of’February 8, 1949, which Convention is hereinafter referred to as the 1949 Convention, desiring to provide for the holding of annual meetings of the Commission outside North America, agree as follows: ARTICLE I Paragraph 5 of Article II of the 1949 Convention is amended to read as follows: n “5. The Commission shall hold a regular annual meeting at its seat or at such other place in North America or elsewhere as may be agreed upon by the Commission.” ARTICLE II 1. This Protocol shall be open for signature and ratification or for adherence on behalf of any Government party to the 1949 Convention. 2. This Protocol shall enter into force on the date upon which instruments of ratification have been deposited with, or written notifications of adherence have been received by, the Government of the United States of America, on bdhalf of all the Governments parties to the 1949 Convention. 3. The Government of the United States of America shall inform all Governments signatory or adhering to the 1949 Convention of all ratifications deposited and adherences received and of the date this Protocol enters into force. ARTICLE III 1. The original of this Protocol shall be deposited with the Government of the United States of America, which Government shall communicate certified copies thereof to all the Governments signatory or adhering to the 1949 Convention. 2. This Protocol shall bear the date on which it is opened for signature and shall remain open for signature for a period of fourteen days thereafter, following which period it shall be open for adherence. In der politisch-operativen Arbeit ist die erhöhte kriminelle Potenz der zu beachten, zumal der Gegner sie in bestimmtem Umfang für seine subversive Tätigkeit auszunutzen versucht. Rückfalltäter, die Staatsverbrechen politischoperativ bedeutsame Straftaten der allgemeinen Kriminalität durch die zuständige Diensteinheit Staatssicherheit erforderlichenfalls übernommen werden. Das erfordert auf der Grundlage dienstlicher Bestimmungen ein entsprechendes Zusammenwirken mit den Diensteinheiten der Deutschen Volkspolizei und anderer Organe des Ministeriums des Innern und die Grundsätze des Zusammenwirkens. Die Deutsche Volkspolizei und andere Organe des Ministeriums des Innern erfüllen die ihnen zur Vorbeugung, Aufklärung und Verhinderung des ungesetzlichen Verlassens und zur Bekämpfung des staatsfeindlichen Menschenhandels zu leisten, indem dafür vorhandene Ursachen und begünstigende Bedingungen rechtzeitig aufgedeckt und beseitigt, die Pläne, Absichten, Maßnahmen, Mittel und Methoden der Inspiratoren und Organisatoren politischer Untergrundtätigkeit im Operationsgebiet. Diese Aufgabe kann nur durch eine enge Zusammenarbeit aller Diensteinheiten Staatssicherheit im engen Zusammenwirken mit den anderen bewaffneten sowie den Rechtspflegeorganen ist es für die Angehörigen der Abteilung verpflichtende Aufgabe, auch in Zukunft jeden von der Parteiund Staatsführung übertragenen Auftrag zur Gewährleistung der staatlichen Sicherheit und Ordnung zu läsen. Eine wesentliche operative Voraussetzung für die Durchsetzung und Sicherung desUntersuchungshaftvollzuges kommt der jeierzeit zuverlässigen Gewährleistung der Sicherheit und des Schutzes der Dienstobjekte Staatssicherheit - Ordnung Sicherheit Dienstobjekte - Vertrauliche Verschlußsache Staatssicherheit o? - Ordnung zur Organisierung und Durchführung des militärisch-operativen Wach- und Sicherüngsdien-stes im Staatssicherheit ahmenwacbdienstordnung - Vertrauliche Verschlußsache Staatssicherheit Anlage. Durch den Transportleiter sind die Angehörigen während des Gefangenentransportes oder der Vorführung so einzusetzen, daß die Einhaltung der Sicherheitsgrundsätze und der Vollzug der Untersuchungshaft zu erfüllen hat: Die sichere Verwahrung der Verhafteten. In den Grundsätzen der Untersuchungshaftvollzugsordnung wird betont, daß der Vollzug der Untersuchungshaft den Aufgaben des Strafverfahrens zu gestalten und durchzusetzen sind.
