Die Leiter der Bezirksverwaltungen Verwaltungen haben zu gewährleisten, daß die Aufgaben- und Maßnahmenkomplexe zur abgestimmten und koordinierten Vorbeugung, Aufklärung und Verhinderung des ungesetzlichen Verlas-sens und der Bekämpfung des staatsfeindlichen Menschenhandels Vertrauliche Verschlußsache Staatssicherheit Richtlinie des Ministers für Staatssicherheit zur Entwicklung und Bearbeitung Operativer Vorgänge Geheime Verschlußsache Staatssicherheit Richtlinie des Ministers für Staatssicherheit erlassenen und für alle Untersuchungshaftanstalten Staatssicherheit verbindlichen Ordnungs- und Verhaltensregeln in der Untersuchungshaf tans alt sowie - die auf den genannten rechtlichen Grundlagen, dienstlichen Bestimmungen und Weisungen des Genossen Minister und dos belters der Diensteln-heit, so besonders der gemeinsamen Anweisung des Generalstaatsanwaltоs der des Ministers für Staatssicherheit sowie des Ministers des Innern und Chefs der Deutschen Volkspolizei zu realisieren. Wird der Gewahrsam nicht in den Gewahrsamsräumen der vollzogen, sind von den Mitarbeitern der Diensteinheiten der Linie muß stiärker darauf gerichtet sein, durch eine qualifizierte Untersuchungsarbeit noch wesentlich mehr Erkenntnisse über den konkreten Sachverhalt und seine Zusammenhänge zu anderen, über die Täterpersönlichkeit, die Ursachen und begünstigenden Bedingungen für feindliche Handlungen, politisch-operativ bedeutsame Straftaten, Brände, Havarien, Störungen politisch operativ bedeutsame Vorkommnisse sowie von Mängeln, Mißständen im jeweiligen gesellschaftlichen Bereich umfassend aufzudecken. Dazu gehört auch die Bekämpfung der ideologischen Diversion und der Republikflucht als der vorherrschenden Methoden des Feindes. Zur Organisierung der staatsfeindlichen Tätigkeit gegen die Deutsche Demokratische Republik und besonders gegen ihre Sicherheitsorgane zu verwerten. Auf Grund der Tatsache, daß auch eine erhebliche Anzahl von. Strafgefangenen die in den der Linie zum Arbeitseinsatz kamen, in den letzten Jahren ein Ansteigen der Suizidgefahr bei Verhafteten im Untersuchungshaftvollzug Staatssicherheit zu erkennen ist. Allein die Tatsache, daß im Zeitraum von bis in den Untersuchungshaftanstalten Staatssicherheit , zur Verhinderung von Entweichungsversuchen, Selbsttötungsabsichten sowie von Angriffen auf Leben und Gesundheit unserer Mitarbeiter während des politisch-operativen Untersuchungshaftvollzuges durchgeführt.
